The only legal requirement is vaccination e.g. rabies, etc. There is certain level of social tolerance towards animals. Dogs and cats are not only the best friend for the average uruguayan but also a co-worker in the country establishments. Dogs protect the sheep, help with the caws daily activities or act as protection (security).
