Under the new Civil Union law Adoption is possible only for opposite unmarried couples to adopt. Single persons in a same-sex civil unions do also have the right to adopt, yet as individuals. If you are looking for a country to adopt children you should know that the process in Uruguay is not an easy one. Two aspects that make it hard, even for married, stable and wealthy straight couples to accomplish their goal of parenthood.
It is adoption process being slow and very strict that make it hard to adopt.
The other factor is that the number of new-borns in fostercare houses is not very high, and there is not a real need of the state to put those children in family homes.
It may be easier and faster to make an adoption in other countries. This information is not intended to discourage you but to tell you more or less what is for people to legally adopt in the country.
