Remember that if either or both of the person's parents were born in Uruguay, the child no matter how old he or she be qualifies for citizenship easier than other foreigners but still the person will have to live in Uruguay (usually for a year) to obtain Uruguayan citizenship.

However, if you are not a citizen of Uruguay, or don't qualify for citizenship by descent as a legal resident you will not encounter any legal discrimination. The only difference to a Uruguayan national will be the right to use a Uruguayan passport and vote. Other than that there is no difference.

To obtain legal residency there are several ways. The important thing to mention is that if you come to Uruguay on a tourist visa you will be able to change your status from tourist to resident without having to leave Uruguay. Many countries require that you do all the paperwork in your country of origin before moving to the new one. Uruguay does not require this, and you could get residence easier and inexpensively in comparison to the majority of other countries.
